Protection of Rural Red Revolutionary Heritage Sites from the Perspective of Territorial Spatial Planning: A Case Study of Wan’an County, Jiangxi Province

Abstract


The protection of rural red revolutionary heritage sites must overcome three major challenges: gaps in planning, spatial conflicts,
and failures in implementation. Using Wan’an County in Jiangxi Province as a case study, this paper argues that, within the framework of territorial spatial planning, establishing a comprehensive protection register to confer legal status, applying a negative-list approach for precise
spatial governance, and creating a homestead land-replacement mechanism to balance stakeholders’ rights can effectively address these challenges. Together these measures form a “planning–control–implementation” closed loop that promotes the integration of rural historical site
protection into the spatial governance system underpinning rural revitalization.
